Those who bought The Orange Box were allowed to gift the games they already owned to another Steam user. Now Valve has extended this idea. Simply purchase any game off Steam and before activating the title you’ll be presented with an option to send the game to any other Steam user as a gift. The recipient will then receive an email with instructions to activate and install the game.
